IPAF PAL Card Requirements for Dubai Construction Sites (2026)
If you operate a scissor lift or boom lift on a Dubai construction site, the operator must hold a current IPAF PAL card. Operating a MEWP without one risks the machine being yellow-tagged and the operator being removed from site. Here's everything you need to know.
What is a PAL card?
PAL stands for Powered Access Licence. It's issued by IPAF (the International Powered Access Federation) after an operator completes accredited training on mobile elevating work platforms (MEWPs) — the category that includes scissor lifts and boom lifts. The card proves the operator has been trained to operate that category of machine safely.
The PAL card is the globally recognised standard for MEWP operator competence, and it's the certification UAE authorities and main contractors look for.
Who needs one in Dubai?
Anyone operating a MEWP on a Dubai construction or industrial site. This includes:
- Scissor lift operators (electric and diesel)
- Boom lift operators (articulated and telescopic)
- Vehicle-mounted platform operators
- Mast climbing work platform operators
Dubai Municipality and most tier-1 main contractors (and the major free zones) treat the PAL card as mandatory. Many sites won't grant a gate pass to a MEWP operator who can't produce a valid card.
What the card covers
PAL cards are category-specific. The two main categories an operator will encounter:
- Category 3a (Mobile Vertical): Scissor lifts and vertical mast lifts
- Category 3b (Mobile Boom): Articulated and telescopic boom lifts
An operator certified only on 3a (scissors) is not certified to operate a boom lift, and vice versa. If your project uses both, your operator needs both categories. Check the back of the card — it lists the categories the holder is qualified for.
How to get certified
PAL card training is delivered by IPAF-approved training centres. Several operate in the UAE, including the training arms of major rental companies (Manlift Group, Rapid Access) and independent IPAF centres.
- Duration: Typically 1-2 days depending on the number of categories
- Cost: Roughly AED 1,500-2,500 per operator per category in the UAE
- Validity: 5 years, after which the operator must renew
- Format: Theory plus practical assessment on the actual machine category
The smarter option: rent with a certified operator
If you don't have PAL-certified operators on staff and your project is short-term, certifying your own people doesn't make economic sense. Instead, rent the machine with an operator — most UAE rental companies provide IPAF-PAL-certified operators at an additional AED 400-700 per day.
What happens if you don't comply?
Operating a MEWP without a certified operator on a Dubai site can result in:
- The machine being yellow-tagged (taken out of service) by the site safety officer
- The operator being removed from site and denied a gate pass
- Stop-work notices on the affected area
- Liability exposure if an accident occurs with an uncertified operator
Beyond the regulatory risk, your insurance may not cover an incident involving an uncertified operator — which can turn a manageable accident into a catastrophic financial exposure.
